Uke's (Blue) right and left arm are locked to his side by Tori's arms.

Kuzure-Kami-Shiho-Gatame

Broken upper four quarters hold

Tori is laying flat out with left hand under Uke (White) left shoulder and gripping left side of jacket. Tori right hand is under Uke's right arm pit and gripping Uke's belt. This is only one style of this hold down.
