Can be used if Uke is attacking with Obi-Tori-Gaeshi. The description takes it that Tori and Uke have taken normal right grips. Tori grasp Uke belt across his right shoulder. As Uke reacts by stepping back with his right foot.  Tori takes a strong hold of Uke's right sleeve with his left hand and push Uke's right arm between and through  his legs placing him into a Jigotai (A Defence position). Tori keeps a very strong grip as he  drops onto his right side of his body.

Tori carries the movement so he is on his back Tori keeps the pressure on Uke's right arm through his legs. Tori twists at the same time so he can go between Uke's legs this also allows Tori to pull Uke over his body with his right arm. Tori at the same Uke rolls Tori keeps pushing his left arm against Uke's right arm which acts as a lever  between Uke's legs to turn him over into a hold down.
