The description is in a Tachi-Waza position.. Tori has positioned himself so that he is facing the same direction as Uke to the front. Tori has driven Uke so he his upper body is driven forward and almost at right angles to his legs in a downward direction. Tori is firmly gripping Uke's right wrist with his thumb up and at the same time pulling firmly Uke's right arm across Tori's lower body (Approx at belt height). Tori's lower body acts a fulcrum for Uke's elbow and Tori applies a forward pressure against Uke's elbow with his body and pulls backwards Uke's wrist thus placing a lock on Uke's elbow. Uke at this time would be bent approx right angles from his waist in a forward direction.
